According to the United Nation's latest a huge swathe of the country is now considered too dangerous for U.N. agencies to operate. The United Nations has designated 78 districts as extremely risky, the U.N.'s Office for the Coordination of Humanitarian Affairs (OCHA) reports. At Least 155 Civilians Killed by Fighting, Terrorism in September: AIHRC

Over 155 Afghan civilians died in ground military operations, aerial strikes and suicide attacks by Taliban insurgents, US, NATO and Afghan government forces in September alone, the Afghanistan Independent Human Rights Commission (AIHRC) has told IRIN.
